ملخص
يعالج البحث مسألة انعكاس تطوّر بعض المصطلحات التي تعبّر عن مفاهيم جديدة على موضوع ترتيب المجال الجغرافي في العالم بشكل عام، وفي لبنان بشكل خاصّ. فالبحث يتعمّق في أهمّ الدراسات التي تطرّقت إلى واقع هذا المجال كالخطّة الشاملة لترتيب الأراضي اللبنانية وغيرها من الدراسات، كتلك التي أعدّتها وزارة البيئة أو المنظمات غير الحكوميّة. يبيّن البحث أن ما يجمع بينها كلّها هو الأثر الواضح لمفهوم التنمية المستدامة، لأنّ منهجيّة الدراسة أصبحت مختلفة، فتوجهات الخطّة الشاملة تحترم مبادئ الاستدامة وتشخيص باقي الدراسات للواقع الجغرافي، تمّ إعداده بالارتكاز على مؤشرات الاستدامة وأهداف التنمية المستدامة التي أعلنتها الأمم المتحدة.
يبيّن البحث أيضًا علاقة المفاهيم بعضها ببعض، فالحوكمة واللامركزية الإدارية والتنمية المستدامة والمدن الذكية والسهلة التكيّف يجري العمل عليها كلّها بشكل متوازٍ، ما يشير إلى نوعٍ من التفاعل بينها. وهذا التفاعل يظهر في تطوّر أساليب تحليل واقع المجال الجغرافي وتخطيطه وإدارته. ولا يشذّ لبنان عن القاعدة في ما يخصّ دراسة بيئته ومدنه وقراه، لكنّ الخطوات التي يجب أن تلي هذه المرحلة لم تتمّ بالشكل المناسب. وهذا ما تؤكّده المشاكل والأزمات التي تعانيها الأراضي اللبنانية بشكل مستمرّ.
إن الأزمات التي يعانيها لبنان، على المستويات السياسية والاجتماعية والاقتصادية، تجعل اعتماد تخطيط مستدام وإدارة جيّدة لأراضيه أمرًا معقدًا. وهذا يستوجب الاستعانة بأدوات، هي بالواقع آليات عمل، صُمـّمت لكي تستعملها الجهات المحليّة في عمليات التشخيص والتخطيط. وأعدّت هذه الأدوات منظمات عالميّة بهدف تسهيل عملية التخطيط وجعلها تحترم معايير الاستدامة. وهي سهلة الاستعمال، تحدّد منهجية عمل جديدة، تلخّص انعكاس تطوّر علميّ وفكريّ معيّن على طريقة التعاطي مع المجال الجغرافي. يحاول البحث تقييم نتيجة استعمال تلك الأدوات الحديثة، لفهم تأثير التقدّم الحاصل حاليًّا في أساليب تخطيط المدن وإدارتها وتقييم جودة الحياة فيها. وكلّ ذلك بهدف تحسين فاعلية آليات العمل من خلال التفكير في تطوير طرائق التطبيق ومعالجة الآثار السلبية التي من الممكن أن تطرأ عليها.

The research addresses the issue of the impact of the evolution of new concepts, on the geographic space in the world in general and particularly in Lebanon. It deepens some studies like the National Physical Master Plan of the Lebanese Territory in addition to other studies, such as those prepared by the Ministry of the Environment or NGOs. The research shows the influence of the concept of sustainable development on these studies, and on their methodology of work. The National Physical Master Plan's orientations respect the principles of sustainability and the diagnosis of geographical space elaborated by the stated studies, are based on sustainability indicators and sustainable development goals adopted by the United Nations.
The research shows the interrelationship between concepts. Governance, decentralization, sustainable development and smart and resilient cities are progressing in parallel. This is reflected in the evolution of methods of analysis, planning and management of territories. Though Lebanese territory is studied accordingly, the following steps are not adequately concluded. This is emphasized by the problems and crises constantly experienced by the Lebanese territory.
Political, social and economic crises complicate the adoption of a sustainable planning and management of Lebanese territory. This requires the use of tools for diagnostic and planning processes, designed for local actors. Those tools have been developed by international organizations, to facilitate planning and making it respect sustainability standards. The easiness of its use reflects the impact of the scientific and intellectual development on the way territory should be studied and planned. The research tries to assess the outcome of using these new tools, to understand the impact of current progress on urban planning, management and quality-of-life assessment, in order to improve the effectiveness of the process and reduce its negative effects.
