ملخص
يقصد بمفهوم الثقافة الوطنية بأنها مجموعة القيم والمعايير والانجازات الوطنية والشعارات الوطنية المتفاعلة معًا والمتأثرة بمجمل خصائصها التاريخية، والمعبرة عن هموم شعب معين وطموحاته. ويعاد بناء الثقافة الوطنية تبعًا لآليات عديدة، منها: إحياء الحاضر بمشكلاته وتحدياته، وتصحيح المعرفة بتراثنا القومي وتاريخنا العريق، والمحافظة على الهوية الوطنية، وعلاج عقدة الخواجة، وتأصيل تجاربنا في التنمية، وتأكيد الوحدة الوطنية، والمحافظة على اللغة العربية، وتدعيم أو تعزيز النضال الشعبي، وتنمية النواحي الفكرية والجمالِية والروحية...
ويمكن أن تسهم مهنة الخدمة الاجتماعية في تحقيق العديد من آليات إعادة بناء الثقافة الوطنية السابق الإشارة إليه لأنّ الخدمة الاجتماعية هي مهنة قائمة على الممارسة المهنية التي تشجع التغيير الاجتماعي، والتنمية، والتماسك الاجتماعي، وتمكين الناس وتحريرهم، من خلال تطبيق مبادئ العدالة الاجتماعية، وحقوق الإنسان، والمسؤولية الاجتماعية، واحترام الاختلاف والتنوع الثقافي، وإشراك السكان والأشخاص والمنظمات لمعالجة تحديات الحياة وتعزيز الرفاهية...
ومن محاور تحقيق هذه الأهداف كلّها: إسهام الخدمة الاجتماعية في إعادة بناء الشخصية، وتدعيم المنظمات القائمة لتفعيل دورها في تقديم الخدمات الاجتماعية للسكان، والمساهمة في الدفاع عن حقوق عملاء الخدمة الاجتماعية ( مثل: المرضي والمعاقين والفقراء...). من هنا، يهدف هذا البحث إلى توضيح كيف يمكن للخدمة الاجتماعية أن تسهم في إعادة بناء الثقافة الوطنية. ويقترح مجموعة من الآليات للقيام بذلك، ينفّذها أخصائيون اجتماعيون يسعون إلى مشاركة المواطنين في شؤون مجتمعاتهم، وإلى العمل على إثراء الثقافة الوطنية وتدعيمها بقيم عملية محورها المشاركة والديموقراطية والحرية وحق تقرير المصير.

The concept of national culture means that it is a set of values, standards, national accomplishments and national slogans interacting together ... and influenced by all its historical characteristics, and expressing the concerns and aspirations of a specific people.
There are many mechanisms for rebuilding the national culture, for example: reviving the present with its problems and challenges, correcting knowledge of our national heritage and ancient history, preserving national identity, treating foreign complex, rooting our experiences in development, emphasizing national unity, preserving the Arabic language, and strengthening or strengthening the popular struggle against any dictatorship in any field of life, work and politics, and developing intellectual, aesthetic and spiritual aspects.
The current research aims to explain how the social work profession can contribute to rebuilding the national culture. Social workers should undertake some professional efforts such as spreading awareness of national values, ethics and behaviors, organizing competitions, seminars, and conferences on the importance of loyalty, national belonging and patriotism, organizing activity groups, providing school activities in schools, and youth care activities in universities, encouraging NGOs to present a set of programs that contribute to rebuilding the national culture, helping young people and youth to avoid falling into the trap of the blind tradition of youth in societies, organizing competitions in improving the Arabic language for all segments of society, organizing community awareness programs on the dangers of the foreign complex, organizing community awareness programs about the dangers of cultural or intellectual invasion and how it can be prevented, and finally working on increasing the participation of citizens in the affairs of their societies to enrich the national culture and strengthen it with the values of participation, democracy, freedom and the right of self-determination.
